Allegany County couple arrested for mistreatment of dogs

An Allegany County couple was arrested Friday on three animal cruelty charges relating to the mistreatment of dogs, the New York State Police announced Monday.

James L. Graham, 49, and Helen R. Graham, 50, both of Richburg, were arrested for failure to provide sustenance, neglect of an impounded animal and failure to provide appropriate shelter for dogs.

Troopers joined with Allegany County SPCA investigators to investigate a complaint of malnourished and neglected dogs at a property on County Road 40 in the town of Wirt. Investigators said they located five dogs with no access to food, water, or heat; one of the dogs was frozen to the floor of a camper.

Both Grahams were arrested and arraigned in Wirt Town Court and released on their own recognizance. They are due to reappear in that court later this month.
