19-year-old to be arraigned on assault charge in connection with shooting

Niagara Falls police detectives Tuesday arrested an individual in connection with a shooting that injured a man Friday at 23rd Street and Tennessee Avenue.

Detectives said 19-year-old Richard Rogers Jr., of Birch Court, will be arraigned Wednesday in Niagara Falls City Court on a charge of first-degree assault.

The victim was recovering in Erie County Medical Center following surgery Friday and was in stable condition, detectives said.

According to detectives, Rogers allegedly shot the victim after the victim had gotten into an altercation with another man and the two agreed to meet up for a fight at the corner of 23rd and Tennessee.

When the victim arrived, he was met by the man he initially agreed to fight and Rogers, who allegedly shot the victim twice, in the back and groin, detectives said.

Rogers and the other man fled, the victim ran to a nearby business and emergency personnel were called, police said.
