Man, 28, arrested after allegedly refusing to identify himself to Jamestown Police

A Chautauqua County man who allegedly refused to give police his identity was charged Tuesday with second-degree obstructing governmental administration, according to Jamestown Police.

Police said they were responding to a call to show up at West 6th and Jefferson streets for a report of a person with a weapon. At the scene, they confronted 28-year-old Ryan A. Kelly, of Westfield, who, police said, allegedly continually refused to identify himself.

Kelly was arrested and transported to the Jamestown City Jail where he was held pending his arraignment, police said.
