Bills assigned first-year referee for third consecutive game

Three weeks, three rookie referees.

Alex Kemp – one of four first-year NFL referees – has drawn the assignment for the Buffalo Bills-Minnesota Vikings game Sunday.

He follows Shawn Hochuli, who made his referee debut in Bills-Baltimore Ravens in Week 1, and Clay Martin, who refereed his second game in Bills- Los Angeles Chargers in Week 2.

Kemp has been in the league since 2014, as a field judge and side judge. He did not have a Week 1 referee assignment and made his debut in last Sunday's Philadelphia Eagles-Tampa Bay Buccaneers game.

His crew called 10 penalties – six on the Eagles and four on the Buccaneers – although he drew the ire of Eagles fans with several early calls against their team.

The NFL average dropped to 14.4 penalties through two weeks after checking in at more than 16 for Week 1.
