The Bills open training camp on July 26. Will running back LeSean McCoy be there?
Jay Skurski wrote about that topic Monday and discussed three potential options. Two of them are straightforward: McCoy either attends as usual or the Bills unexpectedly cut him. The third possibility, which involves McCoy being placed on the Exempt/Commissioner’s Permission List, needs a little more explanation.
"The Exempt List is a special player status available to clubs only in unusual circumstances," per the NFL Player Manuel. "The List includes those players who have been declared by the Commissioner to be temporarily exempt from counting within the Active List limit."
Since McCoy has not been charged with a crime and we know of no direct evidence linking him to his ex-girlfriend's assault, it seems it would take an NFL investigation for commissioner Roger Goodell to place McCoy on this list.
“When an investigation leads the Commissioner to believe that a player may have violated (the league’s personal conduct policy) by committing any of the conduct identified above, he may act where the circumstances warrant doing so," the personal conduct policy says. "This decision will not reflect a finding of guilt or innocence and will not be guided by the same legal standards and considerations that would apply in a criminal trial."
