Sheriff's Office: Driver who overdosed in Ripley released with citation

A North East, Pa., man who overdosed was released with a citation after he was revived and arrested for driving while ability impaired by drugs, according to the Chautauqua County Sheriff's Office.

Deputies said they found Franklin C. Fisher, 37, unresponsive behind the wheel of a motor vehicle shortly after 3 p.m. Friday on Shortman Road in the Town of Ripley.

After determining he was suffering from an overdose, emergency medical personnel from the Ripley Fire Department administered Naloxone, according to the Sheriff's Office.

Fisher was transported to Westfield Memorial Hospital for further treatment, the Sheriff's Office said, then was charged and released pending an appearance in Ripley Town Court at a later date.
