Kyle Lovines, 19, has been charged with second-degree murder in the May 9 shooting death of Chaz Carter on Goodyear Avenue, Erie County District Attorney John J. Flynn announced.

Lovines was arraigned before Buffalo City Court Judge Craig D. Hannah Wednesday.

He was remanded without bail and is slated to return to court on Monday for a felony hearing.

The arrest was made as Buffalo police launched a new community policing initiative in the Goodyear area aimed at building better relationships with local residents. The city also conducted its first "Clean Sweep" of the season in the neighborhood, bringing an array of services, from public works and forestry to the area.
