People Inc. buys property for Linwood senior housing

Nonprofit People Inc. has completed its purchase of a vacant former Millard Fillmore Gates Circle Hospital parking lot, where it plans to spend $11.4 million to build a new senior housing facility.

The social services agency, acting through its Linwood Lafayette Housing Development Fund Co., paid $850,000 to TM Montante Development's 637 Linwood LLC for the 1.1-acre lot at 637 Linwood Ave., which was part of the larger former hospital property that Montante acquired from Kaleida Health. The purchase and project also includes 907 and 911 Lafayette Avenue.

People Inc. received city approval last year to construct a three-story apartment building on the site, with 37 units and parking, to meet a growing demand for aging-in-place housing in the city. The project would include 31 one-bedroom units of 700 square feet each and six two-bedroom apartments with 925 square feet in each, plus private porches and green space. The units are aimed at people aged 55 and over, with incomes ranging from 30 percent to 130 percent of the area median, or $16,000 to $75,000.

The agency, which received funding from New York State Homes and Community Renewal's Housing Trust Fund Corp. as part of the project's financing, started construction on Dec. 22, and expects to finish by yearend 2018. Officials plan to begin marketing the units at the end of June. "We're very excited to get started," said People Inc. CEO Rhonda Frederick.
