The rating, which was slightly ahead of the season average, peaked at 41.4 at 3:45 p.m. when the game was being decided.
It was the highest-rated game in three weeks, but it was expected to be since it came down to the last minute and the two previous games were blowout losses.
The Bills' 54-24 loss to the Los Angeles Chargers a week earlier had a 34.3 rating on WUTV, the local Fox affiliate. It tied with the season-opening victory over the New York Jets as the second-lowest rated game of the season.
New Orleans' 47-10 victory over the Bills a week earlier is the lowest-rated game of the season at 31.4.
The Bills victory over Oakland is the highest rated of the season at 40.8.
