The discolored water can be clearly seen in a video shared on Twitter by the Maid of the Mist:

In a call to the Niagara Falls Water Board, a person who answered the phone said the board was aware of the situation but that he could not give out any information. He did say it involved the wastewater treatment plant.

The video appears to show the darker water originating from the outfall of the treatment plant.
