Niagara County OKs $2.75M fatal crash settlement, loses nearly 12 percent of its surplus

The Niagara County Legislature voted unanimously at a special meeting Wednesday night to pay Mary Annalora of Newfane a $2.75 million lump-sum settlement for a wrongful death lawsuit she filed over a Oct. 22, 2015 crash in Cambria that killed her husband Glenn T. Annalora.

His sport utility vehicle was T-boned by a Niagara County Sheriff's Office patrol car that ran a stop sign at Ridge and North Ridge roads. Mary Annalora, a passenger, suffered fractured ribs and vertebrae. Deputy James H. Bissell III, who resigned two months later, pleaded guilty to three traffic violations and paid $501 in fines and surcharges.

The $2.75 million payment erased 11.7 percent of the county's surplus funds. County Treasurer Kyle R. Andrews said the county had $23.57 million on hand as of the end of 2016. Assistant County Attorney John J. Ottaviano, who negotiated the settlement, had warned that the county could have lost far more if the case had gone before a jury.
