Higgins, Cuomo key to waterfront revival
Rep. Brian Higgins’ efforts to push development along Buffalo’s Outer Harbor waterfront has resulted in big changes at the Small Boat Harbor. Higgins first created Gallagher Beach and led the effort with federal funding to replace Fuhrmann Boulevard with a new parkway, opening up the previously inaccessible Outer Harbor.
After decades of neglect, he proposed that the NFTA give up the waterfront property and worked with Gov. Andrew Cuomo to build a new state park. With new landscaping, thousands of new boat slips, a new restaurant and new bikes paths, built on a rehabilitated breakwall, Higgins and Cuomo have remade the decades-old and declining boat harbor into a beautiful state park, one forever free from parking or other entry fees.
The Queen City must continue the effort of forward thinking to put Buffalo at the forefront of development for all residents and visitors to be afforded access.
Cuomo and Higgins have worked together to produce a major win for Buffalo and a new state park that represents and celebrates Buffalo’s incredible waterfront turnaround. They are to be commended.
