Flags on all state buildings will be flown at half-staff starting Wednesday to honor the state trooper killed Sunday night in Jefferson County.
Trooper Joel R. Davis was shot while approaching a residence on County Route 46 in Theresa as he responded to a domestic dispute call, State Police said.
In addition to Davis' killing, Justin D. Walters, 32, has been charged with killing his wife, Nichole V. Walters, 27, authorities said.
Justin Walters, an active duty infantryman stationed at Fort Drum, surrendered without incident. He has been charged with first- and second-degree murder.
Davis, 36, lived in Oneida County and is survived by his wife and three children.
