Why can’t road crews improve city streets?

Aside from the potholes, what is the problem with resurfacing a street? Contractors lay down a new surface only to have the manholes and service holes remain 2 to 6 inches below the level of the street.

We, as taxpayers, pay for this work and then pay again by having to have front-end work done on our vehicles.

To me that work is just not acceptable. Whoever is in charge of overseeing these projects is missing something.

If the contractor doing this work can’t get it right, then I believe the powers that be should be making some sort of adjustment.
