Emaciated pitbull leads to animal cruelty charge for Niagara Falls woman

NIAGARA FALLS - Niagara Falls police say they found an emaciated pitbull on the front porch of an Whitney Avenue home and charged the owner with animal cruelty, according to a city police report.

Police responded to the  home on the 1700 block of Whitney after someone called police about the condition of the dog, according to the report.

The officer found the dog chained up on the porch with no water bowl and "a very small amount of food just lying on the floor of the porch," the officer wrote. "This officer could see every rib on the dog's body and the dog's spine and hip bones were protruding through the skin." The dog also appeared weak and tired, and had a cut on it's back side.

Police charged Jamie L. Padilla, 30, with a misdemeanor count under the state's Agriculture and Markets Law.

According to the arresting officer's report, the city's animal control officer reported this was the second instance of a dog being removed from this address. The dog was taken to the SPCA Niagara for emergency medical treatment, the report said.
