Troopers: Driver on cell phone had 0.23 BAC

A woman pulled over for using her cell phone had a blood-alcohol level nearly three times the legal limit, State Police said.

Jennifer Santiago of Lockport was stopped on Transit Road in Elma on Sunday.

Santiago, 44, recorded a blood-alcohol content of 0.23 percent, almost three times the legal limit of 0.08 percent, at the police barracks in Boston, police said. She was charged with aggravated driving while intoxicated, misdemeanor DWI and operating a vehicle while using a mobile phone.

She has an upcoming court date in Elma Town Court.
