30 mph speed limit is too slow for expressway
Setting a perpetual 30 mph school zone-type speed limit on the Scajaquada Expressway is not the answer. Traffic needs to flow quickly through the city, which is what expressways are for.
So why not install a hefty guardrail fence along the expressway shoulders that adjoin Delaware Park? Make it as strong and tall as necessary, maybe even like the auto racetrack fencing used to protect spectators.
Compare the fencing cost with the extra fuel consumption, air emissions and wasted travel time if thousands of people each day have to do a 30 mph crawl through this area, forever.
