A Tonawanda Street mother was arrested Thursday night after her 3-year-old twins were found walking alone in the Black Rock section of the city.
Damaris Santiago, 29, was charged with two counts of endangering the welfare of a child.
Northwest District officers arrived at the intersection of Hertel Avenue and Tonawanda Street after a 911 tip that two young children were walking by themselves in the area. The twins were “extremely dirty,” had no shoes on and had “very offensive body odors,” according to a police report.
Neighbors said the children were outside all day Thursday playing on the street, the report stated. A worker at a barber shop near the intersection said the children are often outside alone.
A police officer who went to the children’s house on Tonawanda Street told police it was dirty and there was no food. No parents or other adults were present.
Child Protective Services was notified about the incident.
