Why not use surplus to fix infrastructure?
Both of the comptrollers of the state and Erie County have issued statements that there is a budget surplus of $5 billion and $9.5 million, respectively. Surpluses, in my estimation, occur when all projects are complete, roads are fixed, buildings are repaired and obligations are met.
If that is true, we should have the best state, county and city roads and facilities in the nation. As it sits today, we do not enjoy these amenities, so it appears that politicians are patting themselves on the back prematurely, or is it an election year?
