"Carrying out a suggestion made early in the week by Alderman Otto L. Geyer and emphasized by Chauncey J. Hamlin at the hearing on the 'Treasure Island' scheme yesterday afternoon, the wharves and harbors committee determined to ask Corporation Counsel William S. Rann whether the city can remove the idle lands without the permission of the federal government.

"In taking this action, round one was scored for the people, because Henry W. Killeen, attorney for the 'unknown' owners of this worthless property, contended that the United States has no jurisdiction."
