March 31, 1940: Judge moves to ban tipping in court

Following the report of a court building worker being tipped $10, apparently by someone hoping to sway a judge on a case, Chief Judge John Hillery said the practice must stop, declaring that no cases in his courtrooms would be fixed.

City Court to stop tipping if condemned practice exists

“These sharks, as they have been known to operate in the past, are persons who claim an acquaintance with the judges and the power to ‘fix’ a case. Actually, they don’t even know the judges, and never see them.”
