"In his report to the Board of Supervisors today County Auditor George S. Buck says that there was a [illegible] increase in the expenditures of the department of charities and correction in 1914 over 1913 under Commissioner William Hunt, amounting to [illegible]. However, he adds that such a statement is of doubtful value as a test of the efficiency for several reasons."
