"The old Richmond elevator was reported to be unsafe and in dangerous condition in December 1913 by an inspector of the Bureau of Building. The recommendation of the inspector was approved by the then head of the bureau, Commissioner Rumrill, and the owners were notified to place the structure in proper and safe condition."

"This is the same old elevator for which those back of the deal to unload upon the city the abandoned islands at the foot of Main street for half a million dollars, want the city to pay from $67,000 to $70,000."
