Former Kaleida Health head of anesthesiology sentenced to prison

Dr. Doron Feldman, 54, a prominent Williamsville anesthesiologist and former chief of anesthesiology for the Kaleida Health System was ordered by U.S. District Judge Frank P. Geraci in Rochester to serve a 24 month federal prison term and make $1.46 million in restitution to the University of Rochester and repay the U.S. Internal Revenue Service $157,000 for fraudulently billing that university’s Medical Center for services he never performed there from September 2007 through December 2009.

Feldman pleaded guilty last June to conspiracy to commit mail fraud after a federal investigation of his billing practices while he was affiliated with Buffalo’s CGF Anesthesiology Associates. Feldman, who had been a vocal public advocate for keeping Women & Children’s Hospital a separate and free-standing facility during debate about that facilities’ future, had faced a prison term of up to 20 years on his plea.

U.S. Attorney William J. Hochul, Jr. said Debra Butler of Rochester, who was program administrator at the University of Rochester Medical Center and who approved Feldman’s fraudulent billings, pleaded guilty in July to conspiracy to commit mail fraud and money laundering and faces sentencing by Geraci on March 19.
