Lackawanna woman pleads guilty to health care fraud

A woman from Jamaica pleaded guilty Wednesday before U.S. Magistrate Judge Leslie G. Foschio to health care fraud and aggravated identity theft.

Assistant U.S. Attorney John E. Rogowski said Georgia Bowen, 39, of Lackawanna, applied for Medicaid benefits through the Erie County Department of Social Services and falsely claimed to be a United States citizen.

Rogowski said Bowen also used Social Security numbers belonging to other people and, as a result, Medicaid paid more than $19,000 in benefits she was not entitled to receive.

In August of 2010, Bowen was sentenced to two years in prison after being convicted of identity theft in a similar case. She is facing removal from the country.
