Erie County Social Services announces management overhaul

The Erie County Department of Social Services is overhauling its management assignments aimed, in part, at beefing up its focus on managing the Child Protective Services unit.

In a statement released Thursday, administration officials said the changes will also improve coordination between the Legal Affairs unit in DSS and its other program areas. Beginning Monday, First Deputy Commissioner Judith Shanley will add oversight over the department’s Legal Affairs Unit to her management duties. Shanley’s current managerial responsibilities also include Children’s Services, Adoption-Home-Finding, Adult Protection Services, Youth Detention, and Youth Bureau Services.

Second Deputy Commissioner Sharon Rochelle will assume oversight responsibility for the Child Protective Services unit from Shanley. Rochelle recently worked at the state Office of Children and Family Services where she monitored Child Protective Service agencies.

With the county Legislature’s recent approval of 37 new CPS staff members, Rochelle will be solely focused on integrating the new hires into the current workforce, while also working to reduce CPS caseloads.

First Deputy Commissioner Marie Cannon and Assistant Commissioner Mary Ellen Brockmyre will each assume responsibility over the Human Resource Development and Personnel Units.
