M&T Bank promoted Eric W. Marks and Stephen F. Walter to administrative vice president. Marks, with M&T for eight years, graduated from Mercyhurst University and earned an MBA from the University at Buffalo. Walter, with the bank for 20 years, is a Niagara University graduate with an MBA from Canisius College.


Phillips Lytle partners Deborah A. Doxey and Kenneth A. Manning will participate in the Second Biennial Ontario-New York Legal Summit. The event is co-sponsored by the New York State and Ontario Bar associations in cooperation with the Law Society of Upper Canada, Canadian Bar Association and the New York City Bar. Doxey will serve as a panelist for “Canadian and U.S. Issues in Cross-Border Financing Transactions: Security, Enforcement and Insolvency Proceedings.” Manning serves on the Leadership Council and also serves as chairman of the Summit Sponsorship Committee.


The YWCA of WNY named Donna Berry vice chairwoman and Jill Miodonski secretary of its 2014 board of directors. Berry is a retired Buffalo police officer. Also, the YWCA named Lisa Bauer and E. First Niagara Foundation awarded a $7,500 grant to the Salvation Army to cover the expense of an instructor for the State Test Assessing Secondary Completion, formerly GED program. These funds will provide an additional 300 hours of classroom time, which allows the Salvation Army to immediately extend the class by an additional two hours each day.
