Batavia City Council will review budget issues

BATAVIA – An if-needed calculation of next year’s budget and a state cap on increases in real estate taxation were reviewed Monday at the City Council’s monthly conference meeting.

While no budget preparations are in process and the taxable assessed value has not been determined, the city wants to be prepared if next year’s spending should exceed the state-imposed 2 percent limit on tax increases.

The Genesee County Legislature has also taken steps on if needed basis.

A public hearing will be held Nov. 7 on a local law that would permit exceeding the cap if needed.

The fiscal year, which began April 1, calls for $23 million in spending and drops the tax rate by $1.41 for each $1,000 of assessed valuation.

That was made possible because the city no longer includes garbage collection service as part of its budget. That is now the property owner’s responsibility.

So far this year, according to City Manager Jason R. Molino in his six-month financial review, all departments are operating within budgeted amounts.

The Council renamed Dawn Fairbanks as coordinator under the American Disabilities Act, and Molino as Fair Housing director. Both posts are required under the state’s community development block grants, which the city has received and periodically seeks.
