Community Bank System appointed David W. McKinley vice president of the commercial lending group in the bank's Buffalo office. McKinley, a CPA, will be responsible for heading the bank's loan production efforts within the Buffalo area. He has more than 15 years banking experience working with Fleet National Bank and most recently with the Middle Market Group at HSBC Bank USA. McKinley is a graduate of Hartwick College.

The Bonadio Group named Justin Reid principal. Most recently Reid worked for Freed Maxick and Battaglia, CPAs, in Buffalo. He has served in the health care field for more than 15 years, providing both audit and consulting services to more than 50 voluntary, proprietary, and governmental health care clients in New York State. A licensed CPA, Reid graduated from St. Bonaventure University.

Jamestown Community College Foundation appointed Michael Moots executive director. Moots will be responsible for planning, organizing, and directing comprehensive annual fundraising campaigns for all sectors of the JCC community. Most recently executive director of the United Way of Southern Chautauqua County since 1990, he earned a bachelor's degree at Notre Dame University and a master's degree at the University of Chicago.

Koestar Associates, a Canastota-based water and wastewater industry sales and service provider, appointed Thomas J. Whetham vice president and company representative in Western New York. Whetham, who will be located in the company's Buffalo office, has over 20 years experience in the water and wastewater engineering field. Most recently he was a senior associate with Malcolm Pirnie. He graduated from Clarkson University and has a master's degree from the University at Buffalo.

MedTech, the hub of Upstate New York's bioscience and medical technology industry, named Paul Buckley, president of Applied Sciences Group and Ben Harp, chief operating officer of Polymer Conversions, to its 2010-11 board of directors.

The PCA Group, a leading information technology consulting firm serving Western and Central New York for more than 21 years, appointed Sam Chiang a software engineer. Chiang previously worked at C Insight Technology Management, as a Java and .Net developer. He is a graduate of the University at Buffalo.

The Buffalo/Western New York Chapter of the American Institute of Architects honored Assemblyman Sam Hoyt with a community service award in recognition of his package of "smart growth" legislation (the Historic Rehabilitation Tax Credit and the Smart Growth Public Infrastructure Policy Act) and his work to acquire Main Street grants to inject state infrastructure dollars into local neighborhoods.

The Jewish Federation of Greater Buffalo presented Julie Weinberg with the Dr. Milton and Ruth H. Kahn Young Leadership Award and Neil Block with the Dr. Meyer and Ann S. Riwchun Award at its annual meeting recently. Weinberg, a clinical social worker, recently opened a private practice. Block is a senior business technology specialist for Sodexo.

New York Governor-elect Andrew M. Cuomo appointed Tom King, president of National Grid in the U.S., to serve on his Environment and Energy and Recreation transition committee.
