NIAGARA FALLS -- A man who was driving with a suspended license and had been convicted twice before of drunken driving was charged again Sunday afternoon with felony driving while intoxicated after a police officer pulled him over on Whitney Avenue for driving through a stop sign.
Joel A. Mosher, 40, of Paul Street, failed several sobriety tests but refused to submit to a breath test to measure his blood-alcohol content, police said.
The officer reported seeing a six-pack of beer with two bottles missing on the floor of the back seat of the Chevrolet van Mosher was driving.
Mosher was also charged with failure to stop at a stop sign and aggravated unlicensed operation of a motor vehicle. Police said Mosher was convicted of DWI in 2003 and 2004 in Niagara County.

LOCKPORT -- Joshua P. Anderson, 32, of Pine Street, pleaded guilty to fourth-degree criminal possession of a controlled substance Friday in Niagara County Court.
Anderson is the second of three men arrested in a March 21 raid to plead guilty. The search of a North Adam Street home uncovered 5.61 ounces of cocaine in a bathroom, police said.
The resident of that home, Brian D. Voelker, 35, pleaded guilty two weeks ago to the same charge as Anderson. Judge Sara Sheldon Sperrazza scheduled sentencing for April 24.
Charges remain pending against the third defendant, Jon Paul Oliver, 32, of Church Street.
>Falls girl, 16, says man raped her in her bed
NIAGARA FALLS -- A 16-year-old girl told police Saturday that an 18-year-old man whom she knew raped her in her bed in her home on 38th Street early Friday morning.
The victim told police that her cousins let the man into the house. The man later woke her up and asked to use her phone. He returned to girl's room at about 1:30 a.m. and forcefully had sex with her, police reported.
