Off the beaten path

   In its dying days, the Bush administration is making it easier for mountain bikers to ride in national parks.

   The National Park Service will allow park managers, in some cases, to decide which trails to open to mountain bikers. This rule would take authority from federal regulators who can take years to decide whether to allow bicycles on trails.
