Travers Collins and Co., a Buffalo-based integrated marketing communications agency, promoted Kathleen Rooney to senior vice president. Rooney joined the agency in 1998 having previously held director positions at Artpark, the Mental Health Association of Erie County and the Greater Buffalo Chapter of the American Red Cross. She is a graduate of Rosary Hill College, now Daemen College.

The Federal Reserve Bank of New York's Buffalo Branch appointed Jaison Abel an economist specializing in analyzing how the ways companies operate affect the region's economy. Abel, who previously was vice president at Analysis Group in Boston, also has been a research associate with the National Regulatory Research Institute at Ohio State University. Abel has a bachelor's degree in economics from Geneseo State College and a master's and doctorate from Ohio State.

The Hamister Group appointed W. Earl McCartney executive vice president and chief financial officer. McCartney previously worked for Snyder Corp., a hospitality and transportation company where he served in various positions, including CFO. He is a graduate of Pennsylvania State University and holds an MBA from the University at Buffalo. The Hamister Group, in Williamsville, operates hotels, assisted living facilities, and a home health care agency.

Everywoman Opportunity Center's board of directors named Marsha Hurley president for 2007-2008. Hurley is vice president of Human Resources for First Niagara Bank. Tronconi Segarra and Associates, a Williamsville certified public accounting and business consulting agency, named Michael B. Dolan a partner. A graduate of Ithaca College, Dolan has more than 15 years of public accounting experience. He previously was a principal in the agency's tax department for three years and formerly was a senior manager for five years.

National Grid appointed Art Hamlin director of economic development for upstate New York. Hamlin was most recently director of program and policy administration for the company. He earned a bachelor's and a master's degree from the University of Michigan.

Upstate New York Transplant Services, a Buffalo-headquartered organ procurement organization, named Christopher Staub vice president of its Community Blood Service. Staub has more than 25 years of blood center and hospital experience. Most recently, Staub served as director of hospital services at Bergen Community Regional Blood Center in Paramus, N.J. He is a graduate of York College of Pennsylvania.
