Transit officer John Yuhnke first saw Mays in a green Volkswagen traveling on Ellicott Street at a high rate of speed at about 3:15 p.m. He allegedly spun the tires at the corner of North Street and was stopped by Yuhnke at the corner of Masten Avenue and Riley Street.
Yuhnke and Officer Jason Porter arrested Mays. Police found a screwdriver in Mays' pocket and determined the vehicle belonged to a Springville woman.
The woman had parked the vehicle in a lot near Pearl and Tupper streets, police said.
