A North Tonawanda woman was cited Saturday for allowing all-terrain vehicles she owns to be operated without insurance and on private property.
Niagara County sheriff's deputies said they saw two four-wheelers being operated on Klemer Road and turning into the Spice Creek Development around 4 p.m. Saturday. One of the men was stopped and issued a ticket for operating an ATV on a public highway.
Police impounded the vehicle until the owner could be located. Rose Katz was subsequently charged with allowing uninsured operation and having no insurance.
