Albany legislators will continue to vote for increased Medicaid taxes because they do not have the courage to tell Medicaid recipients that their benefits must be cut. In addition, the state's politically powerful health care industry prevents the election of candidates who would fight for cutbacks in Medicaid benefits.
The Western New York manufacturing industry will continue to decline because it cannot compete with the political power of the health care industry. Industries that require lower state and county taxes will need to relocate.
New York State Medicaid costs per recipient are nearly twice the national average. The Western New York market must attract jobs that can support the increasing state and county taxes required for the most expensive Medicaid program in the United States.
