HELFER IS NEW DIRECTOR OF CITY PARKING RAMPS

Kevin J. Helfer, the former University District Council member who resigned as Erie County's social services commissioner in August, has been named the new executive director of Buffalo Civic Auto Ramps, the private group of downtown business interests that operates Buffalo's parking ramps.

Helfer, 46, takes over BCAR, as the group is now known, as the city prepares to open up parking operations for competitive bidding under a plan put forth by the Board of Parking.

Helfer succeeds Robert F. Stuart Jr., who retired. Helfer confirmed that he will be paid $80,000 from city parking revenues in his new job.
