PRESCRIPTION ALTERED TO AVOID WORKFARE, POLICE CONTEND

OLCOTT -- A West Main Street resident was arrested on a welfare fraud charge Thursday after he was accused of altering a doctor's prescription to avoid participating in the Niagara County workfare program, police said.

Daniel F. Foster Sr., 55, was charged with offering a false instrument for filing in Lockport Town Court, Sheriff's Investigator John Fink said. He said Foster is accused of presenting an altered prescription to social services officials "in order to avoid participating in the public work program."
