The mayor of the ski resort town of Chamonix was placed under investigation for manslaughter in connection with an avalanche that killed 12 people in 1999.

The Feb. 9, 1999, avalanche in the Chamonix valley swept away 23 chalets and prompted an inquiry into whether local authorities were negligent for deeming the area safe for development.

Mayor Michel Charlet was put under investigation Tuesday, a step short of being charged, for issuing construction permits in a zone not fully protected against avalanches, said a judicial official, speaking anonymously.

The chalets were in the hamlets of Tour and Montroc at the foot of the Mont Blanc massif, and were destroyed when the wall of snow crashed down on the area.
