As a retired member of the Electricians Union Local 41 and one who served nine years on the apprenticeship committee, I stand in favor of a project labor agreement for county buildings.
During apprentice interviews, we heard some real horror stories about the games some unscrupulous nonunion contractors play on county projects. Workers don't always get the rate of pay they're entitled to. Others work on the prevailing rate job all week, then work Saturday or Sunday on a nonrate job for free. There are no wage and hour people to police these contractors. Union apprentices have a five-year state and federal mandated program, a program no nonunion contractor has.
A PLA would help the local economy strongly by employing local workers who will spend their paychecks in Western New York. It also provides quality work and brings a smooth-running job in on time and under budget.
