The entire Elian Gonzalez problem can be laid at the feet of communist dictator Fidel Castro. His repression caused the boy's mother to attempt an escape, resulting in her death like that of many others in the Florida Straits.
Castro's tight control prevented the father from taking the boy home after the U.S. Immigration Service clearly indicated that they would not be impeded, but would have the protection of U.S. marshals. But it was Castro's choice to exploit for propaganda purposes the dilemma of world opinion and the unhappy condition of the Gonzalez family. Castro is a fraud, and the end of communism in Cuba is past due.
