The mayor and the police commissioner do not take civilian complaints regarding police misconduct seriously, the New York Civil Liberties Union said Wednesday.
NYCLU Executive Director Norman Siegel said a federal monitor needs to step in to bring down police brutality. He also called on the City Council to form a special task force to examine how members of the Civilian Complaint Review Board are chosen and what can be done to make it more effective.
Saying the board has failed in its mission to provide meaningful oversight of police practices, Siegel placed much of the blame on Mayor Rudolph Giuliani and Police Commissioner Howard Safir.
"Mayor Giuliani and Police Commissioner Safir have not taken a leadership role in establishing the CCRB as an effective oversight agency," Siegel said at a news conference at which he released a report, "A Sixth Anniversary Overview of the Civilian Complaint Review Board."
