UPSTATE'S HOPES UP IN SMOKE

Two men, labeled 'Upstate Counties' are standing outside of a doorway labeled, 'Albany.'

From inside the smoke-filled room voices can be heard. "That's it! We'll pay for our new health bill with another unfunded mandate on local tax-payers," the first voice says.

"Brilliant! Why didn't we think of that before?" the second voice asks.

"We did! That's what we always think of!" a third voice says.

The two men on the outside just listen incredulously. The first man says, "What are they smoking in there?" The other man says, "Our share of the tobacco settlement for starters."
