DMV HEARINGS CALLED UNFAIR BY BAR PANEL

The Department of Motor Vehicles was accused Tuesday of being geared more toward raising revenue than conducting fair traffic-violation hearings.

The New York State Bar Association aimed its criticism at the department's Traffic Violations Bureau, the arm of the DMV that adjudicates traffic violations in Buffalo, Rochester, New York City and parts of Suffolk County.

A bar task force that studied state hearing officers said that since the Traffic Violations Bureau is controlled by the DMV, there are built-in problems with violators' getting impartial hearings.
