Newstead Supervisor Donald C. Holmes honored several employees and officials for outstanding service at the town's 1999 safety recognition meeting last week.
Councilman Thomas L. Cowan, who is ending 12 years of service on the Town Board, was recognized for his major accomplishments.
A retiree of Alden Central School, Cowan was head of the Town Board's Refuse Committee for a number of years and oversaw the recycling collection program.
Cowan also served as deputy supervisor and was active in the town's water district studies for most of his years in office.
Joseph Capan, a member of the Zoning Board of Appeals, and David Wakeman, chairman of the Planning Board, were honored for 20 years of service.
Town Highway Department employee Ray Schrock was honored for 25 years of service.
