Mayor James P. Griffin announced promotion of two employees Tuesday.

Water-treatment plant maintainer John Haggerty, who has worked for the city for 24 years, was upgraded to the position of water maintenance supervisor.

That job had been held by Bob Kibler, an employee for 39 1/2 years, until he retired recently.

Police Sgt. Kurt Ireland was temporarily appointed to the rank of captain to head the Police Department's daytime force, replacing Capt. Jim Connelly, who recently moved to the Investigations Unit. Ireland joined the force in 1977.
