OVERSIGHT BOARD SOUGHT TO SET EDUCATION POLICY

A new oversight board, not the state Board of Regents, should set higher education policies in New York, the state's comptroller said Monday.

Members of the new higher education coordinating board should be selected jointly by the State Legislature and governor, H. Carl McCall said. He also called for trustees to the State University and City University of New York systems to be recommended by screening committees or nominating boards.
