For the third time in three years, Attorney General Dennis C. Vacco has released the "Top 10 Frivolous Inmate Lawsuits." Vacco says he wants to focus attention on what he calls a persistent problem, draining more than $4 million annually from state coffers in legal fees.
Vacco said Sunday about 95 percent of inmate lawsuits are thrown out in court, and he thinks prisoners use the lawsuits to harass prison officials.
