EXERCISE WILL TEST BORDER AGENCIES ON HOW TO DEAL WITH TERRORISM

Terrorists will attack the Peace Bridge Tuesday -- on paper.

A major international disaster response exercise will test the training of 80 American and Canadian agencies and help experts evaluate emergency plans on both sides of the border.

"Niagara '98" will be a tabletop exercise, with an extensive disaster scenario played out by Canadian, Erie County and Niagara County command posts within the Connecticut Street Armory.

But a short stretch of Connecticut Street will be closed for displays of hazardous response vehicles and equipment, and a related water-rescue training exercise will be held in Buffalo Harbor and the Black Rock Channel.

Details of the scenario will be kept secret until the daylong exercise begins to unfold, but organizers said elements will include an environmental disaster, several fatalities and traffic chaos.

Planned for several months, the exercise already has provided some benefits for the area.

In addition to stepped-up disaster training for the agencies involved, Niagara '98 also will leave this region with a permanent command post that can be used in natural disasters and other emergencies.
