The Erie County Industrial Development Authority has hired two consultants to advise it on a proposed loan to bring Kiwi International Air Lines to Niagara Falls and expects a recommendation before its April 22 meeting, an official said Tuesday.

The decision to bring in Simar, Helliesen & Eichner of New York City and American Appraisals of Cleveland for about $5,000 each adds a strong second opinion on the merit of a controversial $550,000 loan to Kiwi, which is on hold in Niagara County.

Kiwi, a low-fare airline based in Newark, N.J., plans to offer one flight each day to Newark and Chicago from Niagara Falls. The service is contingent on the loan.
