An attempt to overturn a Belgian tobacco advertising law ahead of a Jan. 1 deadline failed Tuesday, making it increasingly likely that the Belgian Grand Prix will be scrapped from the Formula One calendar.

A retired state university professor has been named to head the struggling Vernon Downs racetrack. Justice Cheney was elected president and chief executive officer. At the end of the 1997 racing season, the track owed creditors just under $1 million. It lost over $2 million from 1994 to 1996.
